Validate is a live register of every ticket, licence and safety competency your people hold, whether each is in date, and therefore who is actually cleared to work today. It never claims clearance it cannot stand behind.

Why it holds up
Every requirement a person needs reads as one of five states: in date, inside the reminder window, expired, held but unconfirmed, or not held at all. Validate rolls them into a single clearance verdict and refuses to round up. If anything mandatory is short, the person is not cleared, full stop. Everyone sees exactly what they should and nothing more: the individual sees only their own record, the line manager sees only their direct reports, the administrator sees the tenant. That is the difference between a spreadsheet that says yes and a register you can put in front of an auditor.

A Validate seat is Authority to Work access owned by you. It does not travel with the person and a leaver loses it, which is exactly what a compliance register needs. Staging people onto the register costs nothing, however many you hold. A seat is for anyone who signs in, whether they use the full compliance workspace or only their own Authority to Work.
